The government is discussing the idea of creating an auto cluster between the Leningrad and Kaluga regions

The Ministry of Economy and the Ministry of Industry and Trade are studying the possibility of creating an automobile cluster between St. Petersburg, the Leningrad and Kaluga regions, Russian Minister of Economic Development Maxim Reshetnikov said during a presidential meeting on the socio-economic development of the St. Petersburg agglomeration.
“We need to resolve the issue with idle sites of former automobile production in St. Petersburg. So far, production has resumed at only one of the three plants. There is an idea from an investor who acquired another site to create an interregional automotive industry cluster between St. Petersburg, Leningrad and Kaluga regions,” Mr. Reshetnikov said at the meeting. He emphasized that federal departments are now conducting active consultations on this project with regional authorities.
Maxim Reshetnikov did not provide any other details about the interregional auto-industrial cluster, clarifying that at the moment the project is still at the development stage.
In St. Petersburg, car factories of General Motors, Ford, and Toyota have closed over the past two years. None of these enterprises have resumed production of cars at the moment. In the summer of 2023, at the site of the St. Petersburg Nissan plant, which became state property, AvtoVAZ launched production of cars under the Lada brand. On January 9, 2024, after a two-year break, the St. Petersburg Hyundai plant came out of inactivity. Volkswagen and Ford automobile plants operated in the Kaluga and Leningrad regions until 2022, respectively; at the moment, their production facilities are idle.
