The government has begun to work on the fiscal measures announced by President Vladimir Putin in his address to the Federal Assembly, they report “Vedomosti” with reference to sources. According to them, the Ministry of Finance has been carrying out this work since the end of 2023.
The publication writes that the changes under consideration can be divided into several groups. The first will affect the personal income tax system: in particular, the introduction of additional rates in the progressive scale of income tax is being considered. It is clarified that a reduction in the initial rate of 13% is not being discussed. The second group concerns income tax, which they want to increase, but by how much is unknown. Another set of changes is tax benefits. It is expected that they will be available to citizens with lower incomes, and companies will be able to claim them in exchange for capital investments.
During the announcement of the message to the Federal Assembly on February 29, Mr. Putin instructed modernize the tax system and fix it in a new form until 2030. He called for thinking about increasing the tax burden on people with higher incomes. The head of the Ministry of Finance Anton Siluanov after this statedthat legislative initiatives on tax differentiation already exist and will be developed in 2024.
