The government has simplified certification for PhD candidates

Applicants for the scientific degree of Candidate of Sciences will be able to defend a dissertation in the form of a scientific report prepared on the basis of previously published works. The decree amending the regulations on awarding academic degrees was signed by Prime Minister Mikhail Mishustin (.pdf).
As specified press service government, now full-time graduate students with at least ten scientific publications significant for the development of science, technology and technology will be able to submit a dissertation for defense in the form of a report containing a review of these articles. Thus, graduate students will be able to defend their PhD dissertation faster and pay more attention to their research, the government noted.
Changes to the regulations on the awarding of academic degrees also provide for the creation of “one-time” dissertation councils for the defense of scientific works, if their specificity does not coincide with the competencies of the permanent dissertation council.
Another change is designed to speed up the process of state scientific certification as part of the implementation of electronic document management. Thus, from the end of October 2023 to April 15, 2024, along with a paper copy of the certification case, dissertation councils will submit electronic versions of the case to the Ministry of Education. After April next year, certification cases will be considered exclusively electronically.
In 2021, a similar dissertation defense procedure was introduced for applicants for the degree of Doctor of Science. Then it was established that applicants in the field of humanities, economics and social sciences must have at least 50 scientific publications. Now this norm applies to all scientists defending their doctoral dissertation.
In 2022, 9.5 thousand candidates of science appeared in Russia – almost 45% more than in 2020. Experts attribute this to a “new round of graduate school reforms.”
