The government has introduced a bill on fines for failure to fulfill terrorist defense tasks

The Russian government has submitted to the State Duma a bill introducing administrative liability for officials for failure to fulfill or improper fulfillment of territorial defense tasks. For violations, a fine will be imposed in the amount of 30 thousand to 50 thousand rubles. Military commissariats will deal with such cases.

According to the explanatory note, the government’s initiative is aimed at protecting the interests and security of the country, protecting public order, state and special facilities and objects that pose a danger to people and the environment. Defense headquarters are managed by the heads of the regions in whose territory they are created and by local government officials.

In the summer of 2023, Russian President Vladimir Putin expanded powers of operational headquarters in eight border regions in which a medium level of response operates. He gave the operational headquarters the ability to attract volunteers from the population to protect public order and coordinate the work of military units.
