The Russian government has expanded the list of scientific organizations that provide investors with an assessment of the level, relevance and competitiveness of the technologies used. The list will include ten more structures from the fields of food and agricultural engineering, as well as biotechnology, the press service of the Cabinet of Ministers reported. Telegram.
The government believes that this decision will accelerate the launch of serial production of high-tech goods under the mechanism of special investment contracts (SPIC) 2.0. In particular, the accelerated release of oils, bioadditives, industrial acids, glycerin, veterinary vaccines and degradable bioplastics for packaging is expected.
SPIC is an industrial policy instrument aimed at stimulating investment in industrial production in Russia. SPIC 1.0 is applied to investment projects for the creation or modernization and (or) development of industrial production. After 2019, the mechanism was adjusted and launched in the SPIC 2.0 format (the minimum investment threshold was removed, the term of the contract was extended), the introduction of modern technologies became a prerequisite for the contract, and the benefits were synchronized with the terms of the contracts.
“We hope that these measures will contribute to the active introduction of high-tech solutions in the agricultural industry, which will result in an increase in the volume of food both for the Russian market and for export. The attractiveness of investments in our agro-industrial complex will also increase, which means that more new jobs will appear in our regions,” said Russian Prime Minister Mikhail Mishustin, commenting on the initiative.
In the summer of 2022, it was reported that the authorities were ready to extend the access to tax preferences for investors of projects under the first generation special investment contracts (SPIC 1.0) until the end of their implementation. For SPIC 1.0, reduced income tax rates are valid until 2025, and a number of projects go beyond this period. Last December, Deputy Prime Minister and Minister of Industry and Trade Denis Manturov informedthat the State Duma will submit draft amendments to zero income tax for participants in SPIC 1.0.
