The government has approved the rules for issuing permits for gender reassignment for medical reasons

Prime Minister Mikhail Mishustin signed resolution with the rules for issuing permits for gender reassignment in children for medical reasons. Decisions should be made by commissions of centers subordinate to the Ministry of Health.
The document approves the rules for issuing commission decisions on “the admissibility of medical interventions related to the treatment of congenital anomalies (developmental defects), genetic and endocrine diseases associated with impaired formation of the genital organs in children, and medical reports on the correspondence of sexual characteristics to the characteristics of a particular gender.” The resolution also approved the form of the decision of the medical commission of a medical organization on the admissibility of interventions.
A separate decree approved a list of medical organizations subordinate to the Ministry of Health, whose medical commissions will make decisions on operations. These are the National Medical Research Center for Endocrinology, the Russian National Research Medical University named after N. I. Pirogov, the National Medical Research Center for Obstetrics, Gynecology and Perinatology named after Academician V. I. Kulakov, the National Medical Research Center for Children’s Health and the St. Petersburg State Pediatric Medical University.
President Vladimir Putin in summer signed law banning gender reassignment in Russia in July. The operation is allowed only if there are medical indications. The law also states that if one of the spouses changes gender, the marriage will be annulled.
