The government gave a negative response to the bill of State Duma Vice Speaker Vladislav Davankov (“New People”) on fines of up to 100 thousand rubles. for driving a vehicle equipped with a muffler with direct-flow exhaust gases. The review states that liability has already been established for the operation of noisy vehicles.
Now Art. 8.23 of the Code of Administrative Offenses of the Russian Federation provides for a fine of 500 rubles. for the operation of vehicles exceeding the standards for the content of pollutants in emissions or noise level standards. The government claims that the implementation of the new draft law “will lead to competition between administrative and legal norms.” “The Government of the Russian Federation does not support the bill,” the document says (quoted by TASS).
Mr. Davankov’s bill proposed adding to Art. 12.5 Code of Administrative Offences. For driving a vehicle equipped with a muffler with direct-flow exhaust gases, drivers are subject to a fine of 100 thousand rubles. For repeated violation – confiscation of the vehicle for 90 days. If the violation was committed again, the vice speaker proposed introducing compulsory work for up to 100 hours, also with confiscation of the car for 90 days.
Vyacheslav Davankov also proposed canceling fines issued since May 2023 in control zones of mobile cameras that are not indicated by road signs. The Ministry of Internal Affairs did not support this idea.
