The government approved a bill that eliminates duplication of powers of law enforcement and control and supervisory authorities in relation to business. It is assumed that control activities should be carried out by relevant departments.
At the first stage, reported press service government, 46 compounds related to duplicating powers will be excluded from the Code of Administrative Violations. At the same time, the functions of law enforcement agencies to “prevent violations with the possibility of initiating administrative cases” against citizens are preserved.
“Due to the use of a risk-based approach, inspections are carried out only in cases where there is a risk of violation of the law. For this system to work, control over entrepreneurs must be exercised only by relevant departments. To do this, we are eliminating duplicative powers when both control authorities and the police come to the business,” said Deputy Prime Minister and Chief of the Government Staff Dmitry Grigorenko.
The bill, developed by the government together with the Prosecutor General’s Office and the Ministry of Internal Affairs, was submitted to the State Duma today, November 9. The document was prepared on behalf of Russian President Vladimir Putin following the results of the St. Petersburg International Economic Forum.
On April 26, Russian Prosecutor General Igor Krasnov sent Vladimir Putin a proposal to regulate police checks of businessmen. He pointed out that the “achievements” of the Prosecutor General’s Office in terms of inspections are “depreciated by interference in the economic activities” of police officers. At the same time, according to Mr. Krasnov, inspections without registering reports of a crime are not included in the main tasks of maintaining law and order.
