The government approved the concept of regulation of quantum communications until 2030

The Government has approved the Concept of Regulation of the Quantum Communications Industry until 2030. Prime Minister Mikhail Mishustin signed the relevant order, document published on the cabinet website.

At a meeting with Deputy Prime Ministers Mishustin emphasizedthat quantum communications is a promising direction, for the development of which it is necessary to create a favorable regulatory environment. According to his calculations, the adopted concept should contribute to this.

“As part of the concept, it is necessary to form a high-quality regulatory framework for this area and conditions for a phased transition to new methods of information protection and the introduction of modern solutions,” Mishustin said.

As the government explained, the concept includes stimulating the development of the quantum communications market and supporting domestic manufacturers. At the same time, the document points out the need to develop legal measures that would regulate the use of quantum communications in communication networks. In this regard, in some areas, for example, in mobile communications or logistics, experimental legal regimes in the field of digital innovation can become such a mechanism.

In addition, it is assumed that Russian companies that work with quantum communications will be able to receive accreditation as IT companies. It is also planned to make changes to the All-Russian Classification of Economic Activities (OKVED). The Cabinet emphasized that this is necessary for companies to receive state support.

Within three months, relevant departments and Russian Railways must submit proposals to the Ministry of Digital Development on how to implement the concept.

Deputy Prime Minister Dmitry Chernyshenko noted that the concept was developed 10 months ahead of schedule. In Russia, at the moment, the length of the quantum network is 1147 km. By the end of the year, they plan to build an additional 1,400 km, Chernyshenko specified. He recalled that the topic of quantum communications was discussed on July 13 at the Forum of Future Technologies with the participation of Russian President Vladimir Putin.
