The Citymatic-Volgograd company sent a pre-trial claim to the authorities of the Volgograd region demanding to pay a penalty in the amount of 731 million rubles, reports RBC with a link to the document. In July, the company was deprived of the status of a regional operator for the treatment of municipal solid waste (MSW).
The claim clarifies that the amount of the penalty is calculated from the costs that Citymatic-Volgograd could not cover due to tariff growth restrictions.
Citymatic has been a waste operator in the Volgograd region since 2018, but in mid-July 2023, the regional authorities announced on early termination of the contract with the company. Citymatic is trying to restore the status of a regoperator through the courts. Organization last week filed an application for bankruptcy.
Almost immediately after the termination of the contract with Citymatic, Volgograd Region concluded temporary agreement with EcoCentre LLC (part of the Clean City group). On August 1, the temporary operator began to perform his duties.
OFAS in the Volgograd region suspects structures of the “Clean City” in a cartel arrangement. In May, companies owning landfills in the region and owned by Clean City almost simultaneously restricted the time of receipt of Citymatic garbage trucks at its facilities. They called their actions forced, since Citymatic had accumulated a huge debt to them.
The head of the OFAS for the Volgograd region, Roman Luchnikov, said that the owners of the landfills had no objective reasons that would force them to reduce the reception time. “For some reason, all the training grounds in the Volgograd region suddenly took it and did it, one can only guess about the goals,” Mr. Luchnikov noted.
