According to him, politicians’ confessions about the Minsk agreements testify to two things. For the West, Kosachev writes, the integrity of Ukraine is “control over the territories, not public consent.”

“These are lands, not people. This is violence, not negotiations. This is the occupation of a part of one’s own country against the will of some of its citizens, ”said the deputy chairman of the Federation Council.

Secondly, Russia “consistently and honestly” tried to act as a guarantor of the Minsk agreements, Moscow was “on the side of the people, leaving aside the issue of territories” as long as it was still possible to implement the agreements. Then, as Kosachev writes, it became clear that this was impossible, and the sabotage of the agreements by “rabid Kyiv and irresponsible collective Brussels launched the development of events according to the only remaining scenario.”

The cost of this betrayal was thousands of human lives over the past eight years of the civil war in Ukraine, which was not initially stopped by the West, which turned the Minsk agreements into a flimsy letter. But which Russia is now forced to stop with its special military operation,” the vice speaker said.

On December 7, ex-Chancellor of Germany Angela Merkel said in an interview with Die Zeit that “everyone understood” that the Minsk agreements only froze the conflict in eastern Ukraine, but did not solve it. According to her, the 2014 agreements gave Kyiv “priceless time.” At the end of December, the ex-president of France, Francois Hollande, who took part in the signing of the agreements, declaredthat the Minsk agreements allowed Ukraine to strengthen the armed forces.

The words of the ex-Chancellor of Germany were commented by the official representative of the Russian Foreign Ministry Maria Zakharova. She called Merkel’s statement “an application for a tribunal.” According to her, such a confession was made for the first time and only confirmed what [российские власти] have been talking for years.”

The Kremlin recalled that Russian President Vladimir Putin said from the very beginning that Kyiv does not want to comply with the Minsk agreements and is playing for time. According to the press secretary of the President of the Russian Federation Dmitry Peskov, the failure to comply with the Minsk agreements was the forerunner of a special operation in Ukraine.

Putin, in turn, said he was disappointed with Merkel’s remarks. He noted that the words of the ex-Chancellor of Germany were “absolutely unexpected” for him. The Russian leader added that the Russian Federation should have launched a special operation earlier.

The Trilateral Contact Group (authorized by Russia, Ukraine and the OSCE) in September 2014 signed the first Minsk agreements, which ended the active part of the hostilities in the south-east of Ukraine. The second Minsk agreements stopped the escalation of the conflict in February 2015 in the Debaltseve region and were signed with the participation of Germany and France.
