The Federation Council Committee recommended the adoption of a new version of the employment law

Federation Council Committee on Social Policy approved and recommended the adoption of a new version of the draft basic law “On Employment”. It is intended to replace the law, which was adopted in 1991 and has now lost its relevance.

The Federation Council plans to consider the law at a plenary meeting on December 7, reports TASS. State Duma accepted this law at the November 30 meeting. Its authors were a group of deputies and senators led by State Duma Chairman Vyacheslav Volodin and Chairman of the Federation Council Valentina Matvienko.

As follows from the explanatory note notesthe law clarifies the concepts of “employment”, “employed citizens”, “citizens looking for work”, “citizens looking for work for the first time”, “at risk of being fired”, “having difficulties in finding work”, as well as “profiling of citizens looking for work” and “employer profiling”.

According to the document, “those experiencing difficulties in finding work” include former prisoners, citizens of pre-retirement age, and citizens discharged from military service. The authors of the initiative included members of volunteer formations and citizens absent from work due to military training as “busy.”

The document also establishes a new procedure for obtaining unemployed status. According to this procedure, citizens who have not completed profiling within the prescribed period will not be recognized as unemployed, as well as citizens who, within ten days from the date of registration with the employment agency, refused two options for suitable work or did not provide information about the results of negotiations with employers.

The law will oblige the government to annually index unemployment benefits to the level of inflation; the amount of the benefit remains at the current level: maximum – 12 thousand rubles. per month, minimum – 1.5 thousand rubles. At the same time, employers interviewed by Kommersant believe that this draft law creates an additional administrative burden on business. Trade unions are dissatisfied with the amount of social guarantees for workers, in particular the lack of regulations on unemployment insurance.
