The Federation Council approved the law on life imprisonment for sabotage

Amendments toughening punishment for sabotage have been approved by the Federation Council. The amendments provide for life imprisonment for creating a subversive community. The law also proposes to introduce criminal liability for training and facilitating sabotage, financing and propaganda of sabotage, as well as blocking the accounts of those involved in financing such activities.
The amendments introduce three new articles into the Criminal Code: 281.1 (“Promotion of sabotage activities”), 281.2 (“Training for the purpose of sabotage activities”) and 281.3 (“Organization of a sabotage community and participation in it”). For inducing sabotage, a punishment of up to 20 years in prison is provided, for participation in a sabotage community – 10 years in prison.
The package of bills passed the first reading on December 14, the second reading on December 20, and the third reading on December 21. The authors of the legislative initiative were 384 deputies headed by State Duma Speaker Vyacheslav Volodin and leaders of all parties in parliament.
Justifying the need for the adoption of amendments, Vice Speaker Irina Yarovaya reminded about the meeting of the National Anti-Terrorism Committee, which took place on December 13. At the meeting, the head of the FSB, Alexander Bortnikov, said that in 2022, 400 people who “arrived from Ukraine with the aim of committing crimes” were detained at the Russian border.
