The Federation Council approved a law according to which citizens with limited serviceability and citizens with a criminal record will be able to conclude contracts with the Ministry of Defense. The senators also supported the bill, liberating from criminal liability of contractors and mobilized who have committed crimes of small and medium gravity.
The text of the legislative initiative indicates that in Russia a significant number of citizens were identified who wish to enter military service under a contract, from among those with whom a contract cannot be concluded. These citizens include those with a criminal record.
