On December 14, the Federation Council approved a law banning surrogacy for single men and foreign citizens.
Now only married Russians, as well as single Russian women who are unable to bear a child for medical reasons, can use surrogacy services.
According to Vladimir Poletaev, Deputy Chairman of the Federation Council for Constitutional Legislation, children born in Russia to surrogate mothers automatically become citizens of the Russian Federation – the citizenship of their parents does not depend on this.
Single Russians will also not be able to use the services of surrogate mothers. However, if a citizen of the Russian Federation is married to a foreigner, then the couple will still be allowed to use surrogate motherhood.
