The Federation Council approved amendments to the law “On the Accounts Chamber”, which bring legislation in line with the Constitution in terms of clarifying the powers of the Federation Council, reported on the Federation Council website.
In particular, the changes relate to the procedure for appointing the chairman of the Accounts Chamber (CA), as well as his deputy. The day before, December 13, amendments accepted in the State Duma.
According to the document, the Council of the Chamber of the Federation Council, on the initiative of the committees of the Federation Council, proposes to the President of the Russian Federation at least three candidates for the post of chairman of the Accounts Chamber. Then the head of state selects one of the candidates, who is subsequently appointed by the Federation Council to the post. If none of the proposed applicants satisfies the president, then the head of state can offer his candidacy.
The head of the Accounts Chamber is appointed for six years, the same term is held by the deputy head of the joint venture. The federal law comes into force from the day of its official publication.
Previously, the appointment and dismissal of the head of the Accounts Chamber was within the competence of the State Duma, but after the adoption of the Constitution in July 2020, this issue was transferred to the Federation Council.
The bill was submitted to the State Duma on November 29, 2021. The author of the amendments was Russian President Vladimir Putin.
