The Federal Tax Service (FTS) at an extended meeting of the board on Monday reported on the resolution of problems with the single tax account. The head of the department, Daniil Egorov, noted the completion of the transition period for the implementation of this mechanism and announced interim assessments of its effectiveness. This is primarily a reduction in the number of taxpayer payments by 1.7 times and the amount of uncleared revenues to the budgets by almost 24 times. The Federal Tax Service promises to continue to work to reduce the administrative burden on businesses and citizens by optimizing the procedure for requesting documents from payers and analyzing the causes of conflict situations during pre-trial proceedings.
The Federal Tax Service summed up the results of its work in January-August; one of the key events of this period was the transition to the single tax account (UTA) system. Speech, let us remind you, refers to the system introduced since the beginning of the year for forming the balance of all charges and payments of the taxpayer. Money sent to budgets is transferred to a single account in the treasury (indicating only the amount and TIN of the payer), and the tax authorities themselves distribute it to pay all taxes. The start of the Unified Tax Service did not turn out smoothly – some entrepreneurs were faced with unreasonable debt being reflected in their personal accounts. After this, the Federal Tax Service temporarily closed access to information about settlements with the budget, and a moratorium was also introduced on the collection of arrears until the reconciliation between taxpayers and tax authorities was completed.
Now, according to the Federal Tax Service, personal accounts of all users are open. These are 51 million individuals, 3.7 million individual entrepreneurs, 1.7 million organizations.
Until the end of the year, according to the head of the service, Daniil Egorov, the priority task remains to ensure the uninterrupted functioning of the system, as well as work on data visualization.
The interim result from the implementation of the Unified Tax System was announced on Monday – a reduction in the number of payments by 1.7 times (from 205 million to 119.5 million), outstanding payments by 23.6 times (from 612 billion rubles to 25.9 billion rubles, and the plans, explained Daniil Egorov, are to bring this indicator “to the level of error”). The share of tax notices with errors also decreased – from 13% to 4.6%, and the number of debtors to budgets – by 16% in general and by 53% separately for legal entities.
The Federal Tax Service also reduced the burden on taxpayers this year by reducing the number of on-site inspections: if in the first half of last year it was about 5.5 thousand, now it is about 2.8 thousand.
At the same time, the amount of additional payments per successful inspection increased from 47 million to 64 million rubles. In total, based on the results of the control work of the department, an additional 182 billion rubles were accrued. against 187 billion rubles. a year earlier. More than half of these revenues – about 100 billion rubles – were provided by independent clarification of obligations by taxpayers. Daniil Egorov promised to continue optimizing the request for documents during inspections. In the first half of the year, the number of claims was reduced by 24% year-on-year, to 2 million.
In terms of pre-trial settlement of disagreements with inspectorates, in the first half of the year, 20% fewer complaints were received – 24.6 thousand with the amount of disputed claims being 398 billion rubles. 46% of complaints were satisfied (plus 10% compared to last year) – these cases, as follows from the speech of Daniil Egorov, now need to be analyzed in order to identify the sources of problems – whether it is necessary to change the methodology or propose amendments to the legislation so that such conflict situations do not arise.
