The state of the environment data aggregator, which the government intends to create, consolidates information on pollution, radiation conditions, waste management, forest fires, etc. Back in February 2022, “environmental” Deputy Prime Minister Victoria Abramchenko announced that the system would work by 2030 – without it, “it is impossible to make operational management decisions.” The project obliges federal and regional state bodies, municipalities and companies to place information in the GIS. The specifics are supposed to be described in separate government documents. It will be possible to judge the actual decisions only after that, Irina Demina, CEO of ENV-consulting, notes: “It is not yet clear what the procedure for providing information will be, how everyone filling the system will exchange data and what indicators will be monitored.”

The integration of data from already existing departmental and commercial sources was criticized for the previous concept of the project of the Ministry of Natural Resources in 2020: experts called that system an “aggregator and data mart” and doubted that it would take “hundreds of millions of rubles and several years” (see Fig. “Kommersant” dated June 15, 2020). Questions remain, says Boris Morgunov, director of the HSE Institute of Ecology. “Today, such information is collected and processed by a large number of bodies and organizations in their own information systems, which are practically not interconnected. Hundreds of billions of rubles will be required,” says Boris Morgunov.

“The law on this or that GIS should describe the very fact of its creation and operation. Functional features, modules and technical solutions are prescribed in by-laws – otherwise the next legislative changes are necessary. The by-laws will detail all forms of interaction with these data – collection, storage, analysis and use to predict environmental changes. Among other things, the experience of the PPK REO and Norilsk Nickel experiment will be taken into account – within its framework, methods for collecting and analyzing data from enterprises and other sources are already being tested, ”Marta Galicheva, press secretary of Victoria Abramchenko, explained to Kommersant.

The FSIS operator under the project will be the Russian Ecological Operator, it is assumed that the system itself, computing power and resources for its storage will be created in 2023-2025, more than 2 billion rubles. this will be allocated through the redistribution of funds from the national project “Ecology”.

According to Kommersant, the idea of ​​the authors of the project is to create a system, connect available sources of information to it and force them to compete for the quality of digital environmental data – otherwise their technological lag will become too obvious against the backdrop of the pilot projects that they talk about. in the secretariat of Mrs. Abramchenko.
