The head of the “New People” faction in the State Duma of the Russian Federation, Alexey Nechaev, approached Deputy Prime Minister Tatyana Golikova with a proposal to introduce winter school time and start classes in schools an hour later due to the reduction in daylight hours.
The parliamentarian suggested that Golikova instruct the relevant authorities, in collaboration with leading domestic national research universities, to study the feasibility of introducing a later start time for classes in schools when daylight hours are shortened, for example, at 09:30.
Nechaev indicated that if the studies confirm an improvement in the academic performance and general well-being of students when setting a later start time for classes, he proposes, together with Rospotrebnadzor, to work on amending the resolution of the Chief State Sanitary Doctor of the Russian Federation No. 28, aimed at establishing a later recommended the start time of classes in Russian schools when daylight hours are shortened.
