Deputies of the Duma of the Astrakhan region adopted a law allowing the euthanization of stray animals, said “Kommersant – Middle Volga” Member of Parliament, author of the initiative Evgeny Dunaev. The adopted document implies the creation of a temporary holding point (TDC), where dogs captured by the Clean City Municipal Unitary Enterprise will be placed for 15 days.
According to Mr. Dunaev, the veterinarian will diagnose diseases, determine the aggressiveness of the animal, as well as the breed and degree of grooming – based on these data, the PVS will decide whether the animal may have an owner or not. They plan to euthanize sick, neglected and aggressive individuals, the rest will be sent to shelters after the deadline.
“If it is clear that this is a shepherd with a collar, then it can be sent to a shelter or kennel. Additional time is being given for the owner to be found,” noted Kommersant’s interlocutor.
The deputies also identified height above 40 cm at the withers and the words of the townspeople as indications for euthanasia.
“If a citizen is bitten, they will determine from photographs and witness testimony what kind of dog it is – red, white, black, and at what address. You can bring specialists from the Municipal Unitary Enterprise and show them the specimen,” the deputy said.
According to Evgeniy Dunaev, dogs cannot be buried – specialized crematoriums will appear in the region for this purpose. Animal rights activists stated that the rule contradicts the article of the Constitution adopted in 2020, which requires the humane treatment of animals.
