The State Duma adopted a law on the execution of the federal budget for 2022. It was supported by the vast majority of deputies: 325 voted in favor, 77 voted against. Parliamentarians and participants in the plenary session stressed the difficult conditions for the economy during the execution of the budget in 2022.
The treasury for 2022 was executed with a deficit of 3.3 trillion rubles. (a surplus of 1.3 trillion was originally expected). The volume of expenses amounted to 31.1 trillion rubles. (31.3% above the level of the law). Federal budget revenues in 2022 amounted to 27.8 trillion rubles. (11.2% higher than the amount approved by the law on the budget), of which oil and gas revenues – 11.6 trillion rubles, non-oil and gas revenues – 16.2 trillion rubles. The increase in oil and gas revenues by 21% above the planned level is due to the high prices for oil and natural gas that prevailed in 2022, as well as adjustments to legislation in the oil and gas sector, including a one-time increase in the MET on gas from September to November 2022.
