The State Duma adopted in the first reading a bill that will allow law enforcement agencies to stop the movement of any drones. About it reported website of the lower house of parliament.

The Ministry of Internal Affairs, the FSB, the Russian Guard, the FSO, the SVR, the Federal Penitentiary Service, the GUSP and departmental security organizations will receive such a right within their area of ​​​​responsibility. They will be able to stop the movement of drones in the air, water and on the ground.

The bill was submitted to the State Duma at the end of March. It was initiated by Alexander Khinshtein, Vasily Piskarev, Ernest Valeev and Anatoly Vyborny.

Piskarev recalled that in 2019 it was allowed to stop the movement of drones over critical infrastructure facilities, important government facilities and in crowded places. According to him, the law has shown its effectiveness, but with the development of technology, it is necessary to respond to new threats.

Co-author of the bill Khinshtein earlier declaredthat the relevance of the initiative is obvious, since “unmanned aerial vehicles of all types are actively used for combat and sabotage and terrorist purposes.”

From the explanatory note to the bill, it follows that, according to the Russian Guard, during the protection of the Zaporozhye and Kursk nuclear power plants, from five to nine UAV remote control signals are recorded and suppressed daily. In addition, according to agency estimates, since the start of the special operation in Ukraine, 2,585 UAVs and 1,339 UAV launch sites have been found in the combat zone.

After the drone attack on the Kremlin in early May, their flights were banned in the Voronezh, Kaliningrad, Nizhny Novgorod regions and other regions, as well as in Moscow and St. Petersburg. Against this background, a unit to combat drones was created in St. Petersburg. For law and order in the city will be track gunners, mobile patrols and technical teams equipped with drone suppression and neutralization equipment. Alexander Khinshtein, Chairman of the State Duma Committee on Information Policy, called for the speedy adoption of a law on drones, which will “strictly regulate all areas of this most important issue, which directly relates to security issues.”
