Why did the children’s ombudsman for the Novosibirsk region send an anonymous letter to the authorities

Nadezhda Boltenko, the Children’s Ombudsman of the Novosibirsk Region, was called anonymously to save a child from a bad father, Sergei Chernyshov. According to an unknown slanderer, the candidate of historical sciences, the director of the college, is guilty of “inculcating pacifism” in his 9-year-old son. And the office of the regional children’s commissioner immediately responded – promptly sent out requests to the authorities.

“We live in interesting times,” Chernyshov himself comments on the anonymous letter. The fact that the children’s ombudsman of the region was so actively involved in correspondence with the “authorities” simply on the basis of an unsigned complaint, he learned directly from the authorities themselves. In a private conversation, police and guardianship officers even expressed sympathy. “None of the specialists takes this complaint seriously, and everyone sympathizes with me, and not with the worried public,” Sergei told MK. “To put it simply, they, like me, consider the authors of such complaints to be ordinary lunatics.”

Why Nadezhda Boltenko set the case in motion, we were not able to quickly find out from her herself. Do children’s rights defenders in the Novosibirsk region really react with a large-scale check to any most absurd anonymous request?

Chernyshov, as a historian who writes books and works on a doctorate, is probably curious about the mechanism of the formation of classical denunciation in society. After all, like a hero of Bulgakov or Zoshchenko, the author of a letter addressed to the children’s ombudsman of the region methodically enumerates the misdeeds of the “above” Chernyshov.

– My sins as the parent of the son of Fedor are that I “instill in the child the values ​​of pacifism”, I took him on vacation to “enemy Georgia”, lists the “arguments” of the complainant Sergey. And the opus of an unknown author ends with pathos: “Help, Nadezhda Nikolaevna, the child is dying!”.

The reaction of the public to the slander against Chernyshov is also interesting. The case is so wild that not only Russian social networks, but also Georgian ones wrote about it. “This is wrong, this is not secure. A real father should not take the child everywhere, but drink without drying out, ”writes one of the commentators. “The denunciation is the hit of the season,” adds another.

However, this situation is not new for Sergei. Back in 2021, he suffered because of an unknown complainer, Prince Alexander Nevsky and the semi-mythical Battle of the Ice. “MK” wrote about how the historian was even called to the UK to testify because of the “insufficiently objective” post on the social network. Then it seemed to the same (or the same) unknown anonymous that Chernyshov belittled the heroic image of the prince. And the significance of the victory of Russian weapons of the XIII century over the Teutons on Lake Peipus….

And already in our time there were complaints that Chernyshov was a bad director – first of the Novosibirsk City Open College (NGOK), then of the Novocollege. Then Yabednikov was spurred on by the very situation with Sergei’s departure from office. When he, being the director of the NGOK, did not want to conduct an “educational conversation” with students who went to rallies. And when the previous slander did not reach the goal and did not have it, it turned out that the historian, teacher is also a “bad father”.

– I am a socially dangerous parent who instills in a tortured child the values ​​​​of pacifism in enemy Georgia, – Sergey ironically. – This is horror, of course, wherever the organs look!

Should public authorities consider anonymous letters at all?

– There is a federal law “On the Procedure for Considering Citizens’ Messages,” says lawyer Stanislav Popov. – There are a number of other rules, I will not list them all. And, probably, everyone has heard that messages without a signature are not answered. Whether it be a government agency, local government or official. Except in cases where the anonymous letter contains a message about a crime, preparation or prerequisites for it. In this case, it is difficult to say whether the children’s ombudsman acted correctly or incorrectly. After all, we do not know for sure what else was there, in the letter, as it is formulated, we did not see it. If it is only about pacifism and a trip to Georgia, then it is really strange that the office of the Commissioner reacted to the letter. But if something else was written there, perhaps the Ombudsman considered it necessary to check it. And the police, guardianship and prosecutor’s office have already acted within their competence and experience.
