The database of the digital military registry will have 25 fields containing information about a citizen, including passport data, TIN, phone number, information about study and work, criminal record and health status, and it will be updated automatically in “real time mode”. Until the end of 2023, “testing … to ensure the possibility of its maintenance” will go on, and it will be put into operation only in 2024, the document says. The Ministry of Digital Development reported that electronic subpoenas to military registration and enlistment offices can be sent after the adoption of a government decree, the draft of which is published on the regulation.gov.ru portal. It is not completely clear from the text whether this can be done immediately or after the registry is put into operation.

The draft government decree on the state information system of the “single register of information” on citizens who are or are just getting registered with the military, as well as “on citizens who are not registered, but are required to be registered with the military” is published on the regulation.gov.ru portal. The document regulates the creation and maintenance of a military register: the Ministry of Digital Development will create it, and the Ministry of Defense will become the operator. The register is being created to “update military registration information”, ensure the activities of military registration and enlistment offices, manage the formation and distribution of summonses to citizens. It is assumed that this database will contain 25 data fields about citizens, including full name and other passport information, email, phone number, TIN, place of residence, marital status and number of children, information about the employer or educational institution, as well as information about criminal records. . Under paragraph “t” in the document, there is information about the state of health of a person liable for military service: it is explained that we are talking about the presence of diseases, information about registration for mental disorders, drug addiction and alcoholism, information about HIV, the presence of disability and dispensary observation “for other diseases” . Information constituting a state “or other secret protected by law” is not included in the register.

Data for the register should be supplied to the military registration and enlistment offices from state information systems, as well as authorities, organizations and citizens themselves. For these purposes, military registration and enlistment offices, for example, intend to get access to the medical data of conscripts from the Unified State Health Information System (EGISZ, the corresponding draft government decree was previously published on regulation.gov.ru). The formation of the registry should go in an “automated mode”, and the actualization of data should take place “around the clock in real time”, the document says. If the register receives new information about a citizen that differs from the old ones, the military commissar must submit a clarifying request to the body that sent him the new information. What to do after that is not completely clear from the document and accompanying materials.

The draft resolution establishes three stages for putting the digital register into operation. From July 1, 2023, until the end of 2023, “testing … to ensure the possibility of its maintenance” should take place. From January 1 to December 31, 2024, the Ministry of Digital Transformation must ensure “the entry of the military registration register into operation.” Finally, at the third stage, from January 1, 2025, the Ministry of Defense must ensure the formation of entries in the register and conduct the full operation of this system. The document stipulates that the registry will operate on the basis of a single digital platform Gostekh. The transfer of departmental data to this platform began on April 1, 2023, and for regional systems this process starts on January 1, 2024 – these terms are indicated in the decree of President Vladimir Putin. The decree does not contain deadlines for completing the transition process. The reason for this, as Kommersant previously reported, was the difficulties that arose during the preparation of such a transition and related, in particular, to the financing of the platform and concerns about its reliability.

The authors of the draft resolution recall that one of the goals of creating a military registration register is “ensuring the possibility of taking” by the military commissariats “temporary measures aimed at ensuring the appearance of citizens on the agenda.” We are talking about the measures listed in the law “On Amendments to Certain Legislative Acts of the Russian Federation” adopted on April 11 in the second and third readings. A package of amendments made immediately to seven federal laws provided, in fact, for the creation of a digital register of military records and an integrated register of summonses sent to citizens. The law stipulates that citizens can be called to the military enlistment office through the public services portal, prohibiting them from leaving the country until they appear at the military registration and enlistment office, and draft dodgers may be prohibited from driving a car, entering into real estate transactions, receiving bank loans and registering individual entrepreneurs. Paragraph 29 of the draft government decree explains that the imposition of such temporary measures on citizens should be formalized with an enhanced qualified electronic signature of the military commissar, and information about this should be sent to the citizen’s personal account on the public services portal (paragraph 31). The document also approves the rules for maintaining a register of “sent (handed)” summonses to those liable for military service. According to the document, the digital agenda “is considered delivered from the moment it is posted in the personal account” (regardless of whether the addressee noticed it).

The Ministry of Digital Transformation previously reported that digital agendas can be sent out only after the adoption of such a government decree. However, it is not entirely clear from its text whether this can be done immediately after the adoption of the document or only after the military registration register has been put into operation. Thus, the document says that the “organization of interaction” between all parties to the process, including military registration and enlistment offices and citizens, is carried out electronically using the infrastructure of the public services portal. But at the same time, it is stipulated that the register of subpoenas is formed automatically on the basis of information from the “large” military register. The head of the Ministry of Digital Development, Maksut Shadayev, previously suggested that it would be possible to launch the military registration register in full no earlier than the start of the autumn military conscription in 2023. The authors of the amendments on the digitalization of military records emphasized that digital agendas duplicate traditional paper ones, without excluding or replacing them.
