The deputy of the legislative assembly of St. Petersburg, a former member of the Communist Party faction Boris Zverev, was not allowed to keep a flag with a St. George ribbon in the shape of the letter Z in the meeting room. United Russia members assure that in general there is no ban on the symbols of the special operation in the Legislative Assembly, but they advise their colleague Zverev to express support for the Russian army “in other ways.”

The meeting of the Legislative Assembly (LA) of St. Petersburg on February 1 began with a discussion of the symbols on the table of deputy Boris Zverev, previously excommunicated from the Communist Party. Deputy Boris Vishnevsky (Yabloko), who noticed the flag with the letter Z, demanded that it be removed, referring to the requirements of the regulations of the AP. “The flags of only political parties represented in the Legislative Assembly can be used at the meeting. Our colleague Zverev has a flag with the letter Z. It is not the symbol of the party. Regardless of the motives for which he wants to keep this flag, the regulations do not allow this. I ask you to ensure its observance,” Yabloko appealed to the chairman of the Legislative Assembly, Alexander Belsky. He accepted and supported Mr. Vishnevsky’s remark, after which Mr. Zverev removed the flag from the table.

Clause 17.2 of the resolution “On approval of the rules of procedure for the meetings of the LA of St. Petersburg” really states: “On the places intended for the work of the Assembly deputies in the meeting room, it is allowed to use symbols (including flags and flags) exclusively of political parties represented in the Assembly.” However, having removed the Z-flag from the table, Boris Zverev immediately attached the Z-badge to the lapel of his jacket, which was given to him by “comrade deputies”. The regulation does not say anything about such use of symbols: a similar badge, periodically alternating the letters Z and V, is worn, for example, by speaker Belsky. And in general, according to the head of the United Russia faction Pavel Krupnik, there is no general ban on Z in the Legislative Assembly.

For the first time, a flag with a St. George ribbon in the shape of the letter Z appeared on the table of Mr. Zverev on January 25th. Earlier, the red flag of the Communist Party of the Russian Federation was taken away from him – the deputy was a member of its faction, without being a member of the party.

The official reason for the discord with the communists in the appeal of the Communist Party faction was the fact that the position of Boris Zverev repeatedly ran counter to party decisions, while he regularly voted in solidarity with the ruling party. After that, Mr. Zverev was sent away from the Communist Party to the other end of the hall and left without a party flag, in its place, however, he soon put a copy made to his personal order.

According to Boris Zverev, the Z-flag and this symbol itself are not something forbidden, but, on the contrary, emphasize belonging to a patriotic direction. “I agree with the regulations, but I checked the box with Z after the Communist Party of the Russian Federation did not give me theirs. I will consider this issue and may propose an amendment to the rules of procedure of the legislature. The St. George Ribbon has been approved at the federal level as one of the symbols of Russia’s military glory, as a symbol of victory. With the flag, I may have arbitrarily, but everyone perceives Z as a sign of patriotism, ”the deputy explained his position.

Boris Zverev became an independent deputy and “can express his position without coordinating it with anyone,” Pavel Krupnik commented to Kommersant on the current situation: “With such a flag, he probably wanted to show his attitude to a special military operation, and possibly involve attention in the current situation. We have meeting rules that restrict such actions. We must abide by it. I do not see in this act an outrageous violation, but it exists, and this is a fact. Party Z is not in the Legislative Assembly, and any non-partisan flag is prohibited by the regulations.”

United Russia also assured that if there had been any other letter on the flag, the reaction would have been the same.

At the same time, Mr. Krupnik advised his colleague Zverev to find other ways to support the special operation. “No one forbids him to wear the letter Z on the lapel of his jacket, as many of our colleagues do. No one will forbid wearing a jacket with a Z either. And the flag, except for its position, does not define anything. If the deputy wants to be associated with this sign, then you need to act differently. If he wants to support our army, then it is better to do it in other ways, ”concluded the leader of the United Russia faction.
