The President’s message is being implemented in parliament and departments

Representatives of the teaching profession have been constantly discussed lately. The president paid particular attention to their quality of life in his address to the Federal Assembly. Among the measures to improve demographics, he named the solution to the “housing issue” for young families. As usual, the State Duma listened sensitively to the head of state. And they came up with an initiative to provide preferential mortgages at 2% for young teachers for up to 30 years.

This initiative was sent to the Ministry of Education by the first deputy chairman of the State Duma Committee on Education, Yana Lantratova. The deputy argued for statistics showing high staff turnover in Russian schools. This is especially true for young teachers. Like, keeping them in school is our task. It is reported that a working group has been assembled under the relevant ministry to develop the conditions and details of the upcoming preferential teacher mortgage.

“By November, the Ministry of Education must provide the government with the results of a detailed study of the possibility of introducing preferential mortgages for teachers,” the department’s press service reported. At the same time, the Ministry of Education has not yet deciphered which teachers, where and under what other conditions will receive such a “humane mortgage”.

MP Lantratova says her letter sets out proposals to introduce “a targeted mortgage loan at 2% per annum for up to 30 years.” For teachers under 30 years of age. The offer is more than generous, but that’s not all. After the length of service of the “education system employee” exceeds 25 years, the state must repay the balance of the debt. But no more than 15% of the total loan amount should remain.

Putin proposed expanding a similar Far Eastern practice of providing 2% mortgages to teachers and doctors throughout the country even earlier, at the Eastern Economic Forum. At the local level, in the conditions of the Far East, a two percent mortgage also applies to young families (parents under 25 years old), owners of a “Far Eastern hectare”, and employees of the defense industry. True, the payment period there is 20 years.

“Most likely, such a “youth” teacher mortgage will be given after reaching 3 years of teaching experience,” says methodologist and teacher Anastasia Gordeeva. — Because this is experience, when you can already be accredited as a specialist. And targeted training programs in universities are also completed in 3 years.

Of course, I think that the terms of such a loan should and will take into account many other factors. Will this program be extended to teachers of colleges, technical schools, schools, this is also the level of secondary education? What about art schools, music and art schools? The upper and lower loan limits for the program are also of interest. Let’s say, if it’s 3 million, like the security forces, you won’t be able to buy almost anything with that money. The same Far Eastern mortgage program was “strengthened” to 9 million rubles. The details regarding loss of ability to work at the workplace, force majeure, relocations, etc. are not very clear.
