The court extended the measure of restraint for the rector Shaninka Zuev and the ex-deputy head of the Ministry of Education Rakova until August 21

The Nikulinsky Court of Moscow extended until August 21 a preventive measure in the form of a ban on certain actions for the ex-Deputy Minister of Education Marina Rakova and the rector of the Moscow Higher School of Social and Economic Sciences (Shaninka) Sergei Zuev. Mrs. Rakova and Mr. Zuev are prohibited from leaving the house from 22:00 to 6:00, as well as using means of communication. They are accused of fraud on an especially large scale (part 4 of article 159 of the Criminal Code of the Russian Federation).

According to TASS, the court made a similar decision in relation to other defendants in the case: employees of the Foundation for New Forms of Development of Education Maxim Inkin and Artur Stetsenko (he is the common-law husband of Ms. Rakova), Sberbank Managing Director Yevgeny Zak and legal adviser Shaninka Kristina Kryuchkova. Former RANEPA Vice-Rector Ivan Fedotov has been extended house arrest for the same period.

Marina Rakova and Sergey Zuev were detained in October 2021, they are accused of embezzling 50 million rubles. According to investigators, Ms. Rakova, while working as a deputy minister, secured the allocation of budgetary funds to the Foundation for New Forms of Education Development, which she headed. After that, this money was stolen during work by Shaninka, which was needed for the implementation of one of the national programs.

In November 2022, the investigation reportedthat the defendants in the case pleaded guilty and fully repaid the damage from the crime in excess of 65 million rubles.
