The Presidium of the Supreme Council (Parliament) of Khakassia, at the suggestion of the Communist Party of the Russian Federation, proposed holding the September elections of the head of the republic and deputies of the new convocation within one day. The corresponding recommendation to the region’s election commission will be discussed at the next session, but United Russia is already actively opposing it. In their opinion, the parliament should not interfere in the work of the election commission, and a return to one-day voting will create inconvenience for voters.
At the June 7 session, the Supreme Council will decide on the appointment of elections for the head of the region and deputies of the eighth convocation. At the same time, the parliament will discuss the draft resolution with the recommendation of the election commission of Khakassia to limit voting to one day – September 10. The corresponding initiative was included in the agenda following the meeting of the presidium held on May 31.
Grigory Nazarenko, head of the Communist Party faction, was the author of the document. In an accompanying note, he explained that the high alert regime, which was introduced due to the coronavirus pandemic and was initially the reason for multi-day voting, was canceled in Khakassia from May 14, 2023. The return to the “one-day” will save budget funds, much needed “during the period of the special military operation and the restoration of the liberated territories”, reduce the burden on the participants in the electoral process, increase citizens’ confidence in the election results, and also ensure compliance with the “day of silence,” the communist added. .
Recall that in 2020, a provision was fixed in the federal law that voting can be held for several days in a row, but not more than three. In 2020-2021, all elections, by decision of the Central Election Commission, were three days. When the infection receded, the CEC gave this issue to the discretion of the commissions of the subject, and already in September 2022, some regions, in particular, Buryatia and the Sverdlovsk region, returned to the “one-day” one.
The initiative of the communists was supported in “A Just Russia – For Truth”. “Amendment (on multi-day voting.— “b”) was taken to preserve the health of citizens and comply with security measures. At the moment, the pandemic is not threatening, all restrictive measures have been lifted, you need to vote on the same day, ”Andrey Filyagin, head of the Socialist-Revolutionary faction, told Kommersant.
But United Russia strongly opposes the return to the “one-day”. As Kommersant was explained in the republican cell of the party, if the parliament accepts the draft of the Communist Party of the Russian Federation, it will thereby interfere with the powers of the election commission and neglect the interests of voters: good weather. There are enterprises and organizations of a continuous cycle. Voting in one day creates inconvenience for voters and reduces turnout. This reduces the legitimacy of the results.”
It is difficult to predict the outcome of the discussion of the CPRF initiative at the June 7 session, since the United Russia does not control the parliamentary majority, although it has the largest faction – 20 deputies out of 50. The CPRF faction includes 11 people, the Liberal Democratic Party – 5, SRZP – 3, “Communists of Russia” – 2 The rest of the deputies are non-factional. It should be noted that five years ago, the Communist Valentin Konovalov won the election of the head of Khakassia, and the Communist Party of the Russian Federation bypassed United Russia (ER) when voting on the lists – 31% against 25.5%. This year, Mr. Konovalov expects to extend his powers, but the deputy of the State Duma, the secretary of the local cell of United Russia Sergei Sokol, who has already begun an active election campaign, may prevent him from doing so. In response, the communist is trying to prevent the use of electoral innovations in elections, which, it is believed, can play into the hands of the party in power. For example, in March, the republic’s government opposed remote electronic voting, citing the “lack of high-quality Internet in remote areas.”
According to political scientist Rostislav Turovsky, communists traditionally fear both the three-day and electronic voting, believing that this will make it difficult for them to observe the elections. “The case of Khakassia is special, because a communist is in power there. But it seems that he has little influence in the region, and the concerns of the Communist Party there are the same as elsewhere, ”he told Kommersant.
