On October 2, the Government Commission on Legislative Activities approved a draft law of the Ministry of Labor on maintaining mothers’ right to child care benefits when going to work until they reach 1.5 years of age. About it “Vedomosti” said a source in the commission, and was also confirmed by another source in the Ministry of Labor.
In the current version of Art. 256 of the Labor Code of the Russian Federation states that mothers can retain this benefit if they are on parental leave, work part-time or work from home. The Ministry of Labor also proposes to continue payments to mothers who work full time.
The department believes that the project will improve the quality of life of families and will also encourage mothers to leave maternity leave early. The project has been agreed upon with the Ministry of Finance, the Ministry of Economy and the Accounts Chamber.
As follows from the materials of the government commission, the average amount of a mother’s child care benefit in 2024 will be 17,811 rubles, in 2025 – 20,406 rubles, in 2026 – 22,458 rubles. Additional budget expenses if the bill is adopted in 2024 will amount to 1.4 billion rubles, in 2025 – 1.6 billion, in 2026 – 1.8 billion.
President Vladimir Putin at the plenary session of the St. Petersburg International Economic Forum (SPIEF) proposed paying mothers an allowance for a child up to 1.5 years old and a unified child allowance for the entire period of their validity, regardless of whether the family income has increased or not.
Earlier, the Supreme Court considered a complaint about social payments to employees on maternity leave. The Social Insurance Fund and arbitration courts decided that payments were not due to an employee who worked part-time both before and during maternity leave. But the Supreme Court recognized that the deprivation of benefits “distorts the essence of state support for the family.”
