The Central Bank proposed to expand the list of data that mobile operators should share with banks through the Unified Information System for Verification of Subscriber Information (UIS PSA), and add technical data of subscribers to it. The Central Bank provided such proposals as part of the discussion of amendments to the law “On counteracting the legalization (laundering) of proceeds from crime”, which involves the launch of a state data exchange system between banks and telecom operators.

Roskomnadzor, which acts as the operator of the UIS PSA, redirected the newspaper’s request to the Central Bank. The Bank of Russia and the FSB did not answer him. At the same time, VimpelCom reported that they were taking part in the discussion of this initiative. The representative of the company noted that there are two main problems – in connection with the “ban on interaction between banks and telecom operators”, which can lead to a decrease in the effectiveness of combating fraud, and also in connection with the obligation of companies to provide data to the system even if no customer needs them. In turn, this can create additional risks of leakage of critical information.

The amendments were submitted to the State Duma back in July 2018, and the first reading was adopted in March 2019. However, later the bill received a negative review from the Financial Market Committee and therefore was withdrawn. The deputies returned to finalizing the initiative only in 2022 against the backdrop of an increase in Internet fraud and cyberattacks. According to the newspaper, in June 2023, as part of a discussion of the initiative, the FSB and mobile operators opposed it due to the risk of preserving personal information. Because of this, consideration of the bill may be postponed until the fall, Kommersant writes.
