The Central Bank proposed to change the premiums on foreign currency loans depending on the “friendliness” of the issuer

The Bank of Russia announced that it intends to differentiate premiums on foreign currency loans. Differentiation of allowances will be carried out depending on the issuer of the currency – from a friendly or unfriendly country. The second criterion is whether the borrower has enough earnings in foreign currency to fulfill obligations.

“The premiums for credits and loans to legal entities in foreign currency, as well as investments in debt securities denominated in foreign currency, are planned to be differentiated depending on the issuer of the currency (friendly or unfriendly countries),” the statement says. message regulator.

“In addition, the premiums on such loans and borrowings will be differentiated depending on the sufficiency of the borrower’s foreign currency earnings to fulfill its obligations (exporter or non-exporter),” the Central Bank said in a statement.

The regulator stressed that the current criteria for recognizing legal entities as exporters are supposed to be conceptually preserved.

At the same time, the Bank of Russia plans to exclude these requirements from the allowances if they are directly or indirectly secured by a state guarantee or are aimed at financing projects implemented in accordance with international treaties of the Russian Federation.

According to the approved by the government of the Russian Federation list, all G7 countries, all EU countries and Ukraine are considered unfriendly states. On July 22, Greece, Denmark, Slovenia, Croatia and Slovakia were added to the list.
