The former head of Yekaterinburg, Yevgeny Roizman, was detained for 48 hours as part of charges under a criminal article about discrediting the Armed Forces of the Russian Federation. The reason, they say in the police, was a video posted by the politician on the Internet. Earlier, Mr. Roizman was brought to administrative responsibility three times for criticizing the military special operation of the Russian Federation in Ukraine.
Security forces arrived at the door of Yevgeny Roizman’s apartment in Yekaterinburg early Wednesday morning with a grinder. However, the politician opened the police himself, was calm, restrained and did not show resistance. The searches took place in his home, office, the museum of the Nevyansk icon belonging to the politician (created on the basis of the collection of Yevgeny Roizman and located in the same building as the apartment; Nevyansk icon painting is a unique Ural phenomenon) and a car that was parked in an underground parking lot.
According to lawyer Vladislav Idamzhapov, “nothing criminal was found or seized from the ex-mayor during the searches”, only a cell phone.
Yevgeny Roizman himself, who grabbed a backpack at the exit from the apartment, suggested that the basis for the persecution was an episode related to a special operation in Ukraine, from a video on his YouTube channel. “We know everything about our country. Nothing new,” said Yevgeny Roizman.
The politician was detained for 48 hours as a suspect in a criminal case on discrediting the Armed Forces of the Russian Federation (part 1 of article 280.3 of the Criminal Code of the Russian Federation). As reported on the website of the Internal Affairs Directorate for the Central Administrative District of Moscow, the police believe that a man (the name of the defendant is not named on the Internet resource) posted a video on the Internet, the content of which discredited the use of the Russian Armed Forces in order to protect the interests of the country and its citizens. “The suspect was detained in Yekaterinburg and will be taken to Moscow for investigative actions. The investigation is ongoing,” said Ekaterina Guz, deputy head of the press service of the Main Directorate of the Ministry of Internal Affairs of Russia for Moscow. However, in the evening, lawyer Idamzhapov said that Mr. Roizman would be subject to a preventive measure in Yekaterinburg, without being sent to the capital.
New edition of Art. 280.3 of the Criminal Code of the Russian Federation entered into force on April 5 this year. Punishment – up to three years in prison, and in the case of “publicly significant consequences” – up to five. Part 1 of the mentioned norm assumes that the discrediting was carried out by a person who was previously brought to administrative responsibility for the same act. It should be noted that since the beginning of the special operation, Mr. Roizman has already been fined three times by the court under Art. 20.3.3 of the Code of Administrative Offenses for discrediting the Russian army on social networks.
Evgeny Roizman will turn 60 on September 14. He was one of the leaders of the City Without Drugs Foundation. From 2003 to 2007 he was a State Duma deputy, from 2013 to 2018 – the head of Yekaterinburg (he became the last mayor elected by residents). He was nominated for the post of governor of the Sverdlovsk region. He is engaged in charitable activities at the Roizman Foundation. The politician openly speaks out against the special military operation in Ukraine.

Governor of the Sverdlovsk Region Evgeny Kuyvashev in his Telegram channel published a video in which he spoke about his difficult relationship with Mr. Roizman.
“We were and are political opponents. But the law is the law, and, like any person, he deserves justice and respect. I hope that he will receive them,” the head of the region said.
The leaders of the City Without Drugs Foundation, commenting on the arrest of Yevgeny Roizman, said that they had not communicated with the politician since 2015, after he, according to them, deceived the fund and caused him significant financial damage. “People are outraged by his comments, and who Roizman supports,” Timofey Zhukov, president of the City Without Drugs Foundation, deputy of the Yekaterinburg City Duma, told Kommersant. “I mean Ukrainian nationalists, his mockery of the deaths of our soldiers and even Daria Dugina the other day”.
In 2021, six protocols of administrative offenses were drawn up against Mr. Roizman for participating in unauthorized public events in support of Alexei Navalny (included in the list of terrorists and extremists). In 2022 – seven protocols, including for discrediting the Russian army.
