In 2023, the Russian budget did not receive value added tax (VAT) revenues from ten regions, since the amount of VAT deductible in them exceeded the amount of tax payable, follows from data from the Federal Tax Service (FTS), analyzed RBC. The total negative VAT balance in ten regions amounted to 184.9 billion rubles.

We are talking about “internal” VAT – a tax on goods, work, and services sold in Russia. The largest amount of net VAT refunds to businesses, according to RBC calculations, was recorded in Murmansk region. Taxpayers registered in this region received 52.8 billion rubles. more from the budget as part of VAT calculations than was transferred to the federal budget.

Took second place Amur region, where the difference between the amount of compensation from the budget and the amount of VAT payable amounted to 32.9 billion rubles. The third and fourth places were taken Chukotka Autonomous Okrug And Sakhalin region — 19.9 billion rubles. and 19 billion rubles. respectively. IN Magadan region the negative VAT balance amounted to 18.9 billion rubles, in Yakutia — 17.2 billion rubles, in Transbaikal region — 15.7 billion rubles. The difference between the amount of compensation from the budget and the amount of VAT payable totaled about 8 billion rubles.

The Federal Tax Service confirmed to RBC that the excess of VAT refunds over tax revenues is observed in ten regions. The department called these indicators objective and noted that they are related to the specifics of calculating and paying value added tax.

In January-February, Russian budget revenues grew significantly more than expenses, by 59%, to 5.025 trillion rubles. In absolute terms, the increase was ensured by VAT. Its collections amounted to more than half of all non-oil and gas revenues for two months – 1.868 trillion rubles. (we are talking about all tax revenues – “domestic” and “imported”). The increase in VAT collections compared to the same period last year is 15%.
