Some Russian regions supported the initiative of Senator Eduard Isakov and Deputy Roman Teryushkov to withdraw Russian sports from the jurisdiction of the Court of Arbitration for Sport in Lausanne.
The State Council of the Komi Republic, the Legislative Assembly of the Krasnoyarsk Territory, the Parliament of the Kabardino-Balkarian Republic, the Duma of the Astrakhan Region and the People’s Assembly (Parliament) of the Karachay-Cherkess Republic sent feedback on the support of the bill to the State Duma of the Russian Federation. Draft federal law “On recognizing Art. 36.4 of the Federal Law “On Physical Culture and Sports in the Russian Federation” was submitted for consideration to the State Duma on November 2, 2022. It is currently under consideration by the State Duma Committee on Physical Culture and Sports. On November 23, 2022, the Council of the State Duma instructed to prepare a bill for consideration by the State Duma in the spring session, including it in the approximate program for January 2023.
The legal department of the State Duma Office has already issued its opinion on the bill, which stated that it does not take into account the complex regulation established by the Federal Law, according to which foreign arbitration is included in the existing dispute resolution system.
