The bill on fines for speeding driving electric scooters will be submitted to the State Duma in the fall

Senator Artem Sheikin has prepared a bill according to which owners of a bicycle, electric scooter and other means of personal mobility (SIM) will be punished with a fine for speeding. The amount of the fine will be 5 thousand rubles. As Mr. Sheikin himself clarified to RIA Novosti, he plans to submit the draft law for consideration to the State Duma in the autumn.
According to the bill, if the speed limit is exceeded by more than 5 km/h, but not more than 10 km/h, the owners of a bicycle or SIM will be subject to an administrative fine of 800 rubles. For a similar offense recorded by the camera, a fine of 500 rubles is expected.
If the speed limit is exceeded by more than 10 km / h, but not more than 15 km / h, an administrative fine of 3 thousand rubles is expected, and if it is recorded by a camera – 2.5 thousand rubles.
If the owners of bicycles or SIMs exceed the speed limit by more than 15 km / h, but not more than 20 km / h, then the fine will be 4 thousand rubles. If the offense is filmed by an automatic recording camera, then an administrative fine of 3.5 thousand rubles will be imposed on the owner.
The maximum fine is provided for exceeding the established speed of the SIM or bicycle by more than 20 km / h. Such an offense will be punished by a fine of 5 thousand rubles, and if it is recorded by a camera, from 4.5 thousand rubles.
On March 1, amendments to the traffic rules came into force, which establish requirements for users of means of individual mobility. Thus, they are prohibited from speeding over 25 km/h, driving on motorways, etc. According to statistics, in the first quarter of 2023, there were 495 accidents involving SIMs, an increase of 60% compared to the same period last year. In these incidents, five people died and another 516 were injured.
At the end of July, the Ministry of Transport announced additional measures to regulate the movement of electric scooters and SIM. This, in particular, is about limiting the speed of overtaking pedestrians and tightening penalties for violators. The Bank of Russia does not rule out the introduction in the future of an analogue of OSAGO for users of a new mode of transport.
