The authorities have taken seriously the problem of speculative demand in the foreign exchange market. On August 22, President Vladimir Putin said that the government and the Bank of Russia should control capital outflows more closely and work to limit speculative demand in financial markets. During the council on strategic development and national projects, the president called on the financial authorities to make more active use of the available tools to reduce volatility in the markets. Since the beginning of the summer, the ruble has fallen against the dollar by 16.3% to 94.3 rubles/$ by 22 August. At the same time, at the peak values ​​of August, before the decision of the Central Bank to raise the rate, the value of the dollar reached 101.75 rubles/$.
