The authorities of the Samara region propose to identify persons with mental disorders in educational institutions

The Parliament of the Samara Region submitted to the State Duma a draft law on the identification of “persons suffering from mental disorders” in educational institutions. It is proposed to involve the police in working with people in need of psychiatric help.
The document was submitted yesterday, November 25, follows from bases State Duma. “The authorized executive authorities of the Russian Federation on an ongoing basis organize events in educational institutions aimed at identifying persons suffering from mental disorders in order to include them in the processes of socialization and prevent the possibility of negative consequences, including those related to the possibility of such persons creating a danger to themselves and those around them,” the project says.
According to the explanatory note, it is also proposed to establish compulsory dispensary observation for persons who have already been detained due to “the presence of a pronounced mental disorder” and “who have created a danger to themselves and others by their actions.” In addition, observation will be established for persons “for whom a diagnosis has been made that suggests the likelihood of developing a pronounced mental disorder in the future with the possibility of creating a danger to themselves and others by their actions.” It is proposed to make dispensary observation indefinite.
