The authorities of the Kharkiv region explained the problems with the evacuation by the lack of communication

Many residents of the Kharkiv region failed to evacuate due to lack of communication. Vitaly Ganchev, head of the military-civilian administration of the region, said this on Wednesday on the air of the Rossiya 24 TV channel.
“The situation remains tense, it has not changed since the offensive of the Armed Forces of Ukraine,” he said.
According to him, many people were able to leave Kharkiv, but many remained there.
“And we do not understand what awaits them,” Ganchev admitted. “But I don’t think it’s good.”
He explained that interruptions in communication did not allow to convey to all residents the information that the territory must be urgently left.
In those settlements that were occupied by Ukrainian units, looting and executions of civilians began, the official said.
At the same time, he noted that “it is shown in the media that as if it were Russian troops, retreating, they killed and robbed.”
In this he sees the main danger of such a provocation.
“I know for sure that foreign mercenaries shoot people right on the street if they resist,” Ganchev concluded.
On September 10, Ganchev appealed to the residents of the liberated territories of the Kharkiv region with an appeal to leave their homes in the war zone.
On September 12, the Ministry of Defense of the Russian Federation reported that troops from Balakliya and Izyum had regrouped to the Donetsk direction.
