As part of the criminal investigation into the fire, 23-year-old Stanislav Ionkin was detained (he fired at the ceiling with a “Hunter’s Signal” rocket launcher, which led to a fire) and the director of the Empire company, Natalya Belenogova, who was in charge of the cafe.
