“The court found Muntyan (declared a foreign agent) guilty of committing an administrative offense under Part 4 of Art. 19.34 of the Code of Administrative Offenses (production of materials by a foreign agent without indicating that these materials were produced by a foreign agent), and imposed a penalty of a fine of 40 thousand rubles,” the court’s press service told reporters (quoted from TASS).

Pavel Muntyan (declared a foreign agent) from 1998 to 2000 worked in the Moscow government in the department of public and interregional relations. In 2008, he co-founded the animation studio Toonbox, and in 2009 he released the first episode of the series “Mr. Freeman.”

The Ministry of Justice added the cartoonist to the register of foreign agents on April 14, 2023. The department’s explanation stated that Mr. Muntyan (declared a foreign agent) “opposed a special military operation in Ukraine” and “took part in raising funds in support of Ukraine.” In October, a case was opened against him for discrediting the Russian army (Part 1 of Article 20.3.3 of the Administrative Code). At the end of December the multiplier announced wanted, February 26 in absentia arrested.
