The Assembly of the Union State approved a single OSAGO policy – Kommersant

The Parliamentary Assembly of the Union State adopted a draft model law on the extension of the validity of the national motor insurance policy (OSAGO) to the Russian Federation and Belarus. About it informs press service of the State Duma of the Russian Federation.
After the adoption of the draft, the deputies of the national parliaments will need to amend the legislation of the two countries. It is also planned to develop and approve the rules of the insurance system of the Union State by professional associations of insurers. As a result, car owners will be able to choose whether their policy will be valid only on the territory of the country of car registration or on the territory of the entire Union State.
“After the creation of the new system, car owners will have the opportunity to purchase a policy that is valid throughout the territory of the Union State and provides for coverage of insured events in accordance with the legislation of the country where the accident occurred,” said Viktor Pinsky, Chairman of the Commission on Regulations and Ensuring the Activities of the State Duma.
State Duma Speaker Vyacheslav Volodin, in turn, said that the extension of the national OSAGO policy to both countries “will make it more convenient to travel throughout the territory of the Union State” (quoted from Interfax).
The proposed changes are planned to be introduced into the Federal Law of April 25, 2002 No. 40-FZ “On Compulsory Insurance of Civil Liability of Vehicle Owners”, as well as in the Decree of the President of Belarus of August 25, 2006 No. 530 “On Insurance Activities”.
In November 2022, the President of the All-Russian Union of Insurers (VSS) Evgeny Ufimtsev informed about the intention to launch an additional motor third party liability protection module for the OSAGO policy, which will be valid on the territory of Belarus. In his opinion, an analogue of the “green card” may be relevant for residents of border areas. He added that auto insurers could develop similar extensions for Kazakhstan, Armenia and other “friendly countries” in the future.
