The volume of state guarantees under the “umbrella” mechanism for lending to small and medium-sized businesses (SMEs) is planned to be increased to 400 billion rubles in the near future. This was announced by the Minister of Finance of Russia Anton Siluanov. His words are quoted in Telegramchannel of the Ministry of Finance.

According to the Ministry of Finance, by March 1, 2023, the volume of state guarantees under the “umbrella” mechanism for lending to SMEs reached 107 billion rubles, which allowed businesses to attract loans for 215 billion rubles. The authorities expect that the volume of guaranteed loans to SMEs will soon double.

“In the near future, this figure will be significantly increased. It is planned to increase the amount of financing for SMEs to 400 billion rubles. in priority sectors of the economy, using this mechanism. And in the future we will consider the target parameters of the program, allowing us to continue using it,” said Mr. Siluanov. Thus, the head of the Ministry of Finance commented on the instruction given by Russian President Vladimir Putin at SPIEF 2023.

On June 16, speaking at the economic forum in St. Petersburg, Vladimir Putin noted that in 2022, compared to 2020, the number of guaranteed loans for manufacturing enterprises increased by 7 times. And for entrepreneurs in the field of IT technologies – 46 times. In this regard, the head of state instructed the government to increase the volume of this type of business lending by reviewing the limits upwards, as well as to extend the mechanism of umbrella guarantees until 2030.
