The Arkhangelsk Governor proposed to withdraw personal income tax from the structure of a single tax payment

The transition to a single tax payment had a negative impact on the replenishment of the budget of the Arkhangelsk region. This was stated by the Governor of the region Alexander Tsybulsky at a meeting on the priorities of the socio-economic development of the region, which was held in Arkhangelsk by Deputy Prime Minister and Plenipotentiary of the President of the Russian Federation in the Far Eastern Federal District Yuri Trutnev.
According to Alexander Tsybulsky, amendments to the Tax Code of the Russian Federation regarding the transition to a single tax payment caused a “shock effect” for budgets in the first quarter of this year.
“The decrease in tax revenues to the consolidated budget of the region amounted to 2.1 billion rubles. compared to the same period in 2022, including personal income tax decreased by 13.1%. At the same time, about half of the quarterly receipts fell on the penultimate day of the quarter. We believe that the exclusion of the tax on personal income from its structure can reduce the negative impact of the single tax payment on the regularity of the filling of regional budgets, ”quotes Alexander Tsybulsky TASS.
In the Arkhangelsk region, personal income tax is the main source of formation of local budgets, its share exceeds 80% of the total revenue.
Since the beginning of this year, all taxes have been transferred to a single account, and the tax authorities distribute the payment independently. This procedure was introduced to simplify payments and minimize errors.
