The Appeal Tribunal of the International Paralympic Committee (IPC) has canceled the suspension of the Russian Paralympic Committee (RPC) in the organization. This was reported press office RCC.
“The IPC Appeals Tribunal granted the RPC’s appeal and confirmed that the decision of the IPC General Assembly to suspend the RPC’s membership in the IPC is overturned. The tribunal cited procedural violations as grounds for canceling the decision,” the statement said.
According to the RPC, the appeal was granted on the following grounds:
- The decision to suspend the membership of the RPC was made with a procedural violation, since the Extraordinary General Assembly did not provide evidence of a violation of obligations by the RPC.
- There is no clear evidence of violations of the RPC in the justification of the IPC executive committee for suspension, nor was it fully provided to the appeals tribunal.
- The membership of the RPC cannot be suspended due to the violation of the Olympic Truce, since it is not legally binding on the parties that signed it, in addition, it was not signed by the RPC.
- Membership of the RPC cannot be suspended due to the risks of using IPC events for political propaganda, as the fact of the violation must be established, not the risk of it.
The RPC and the All-Russian Sports Federation are negotiating the admission of athletes to competitions in sports that are not under the control of the IPC (athletics, swimming, shooting, powerlifting, hockey sledge, wheelchair dancing).
On November 16, the IPC suspended the membership of the RPC in the organization. At the same time, earlier, in 2022, Paralympic athletes from Russia were not allowed to participate in the Paralympics in Beijing due to a special operation in Ukraine. In April, IPC chief Andrew Parsons saidthat Russian Paralympic athletes may be admitted to the 2024 Games in Paris, regardless of the decision of the International Olympic Committee.
