The Accounts Chamber revealed violations in the annual indicators of state programs – Kommersant

In 2022, officials abused the right to adjust the target indicators of state programs. A number of departments have reduced the planned values ​​after December 1 of the reporting year, and some have completely excluded them, reports RBC with reference to the conclusion of the Accounts Chamber on the report on the execution of the federal budget for 2022.

Adjustments to targets after December 1 (less than a month before the reporting date) were recorded in seven state programs:

• “Development of the North Caucasian Federal District” (the responsible executor is the Ministry of Economic Development) – the indicators of the average per capita monetary income of the population by 2020 were reduced (from 107.8% to 100.1%), the volume of investments for the implementation of investment projects (from 7.1 billion to 5.9 billion rubles), the share of students of general education organizations in the second shift (from 23.7% to 25.5%). The department explains the decrease in indicators by “sanctions pressure from unfriendly countries”, a decrease in the profits of enterprises, as well as rising inflation.
• “Public Financial Management and Regulation of Financial Markets” (responsible executor – Ministry of Finance) – the indicator “Annual primary structural deficit of the federal budget in relation to gross domestic product” has been increased (from 4% to 5% of GDP).
• “Information society” (responsible executor – Ministry of Digital Development) – a number of indicators have been reduced, including the “Creation and functioning of a center of competence for import substitution of software and infrastructure solutions” (the target indicator has been reduced by 93%). The Ministry of Digital Development confirmed to RBC that adjustments were made, among the reasons – a change in the timing of the implementation of measures, technical restrictions or low demand for certain preferential programs. “At the same time, the funds provided for their implementation were either reduced or redistributed to other projects,” the ministry said.
• “Forestry Development” (responsible executor – Ministry of Natural Resources) – indicators for the share of forest fund land area have been reduced.
• “Environmental Protection” (responsible executor – Ministry of Natural Resources) – the indicator “The ratio of the actual volume of timber harvesting to the established permissible volume of timber removal” was reduced.
• “Justice” (responsible executor – Ministry of Justice) – KPI for “Accessibility of mass and socially significant public services of the Ministry of Justice of Russia in electronic form” was reduced from 25% to 10%.
• “Development of the fishery complex” (responsible executor – Ministry of Agriculture).
• “Socio-economic development of the Arctic zone” (responsible executor – Ministry for the Development of the Far East).

According to the results of the report of the Accounts Chamber, for a number of state programs, the actual values ​​turned out to be higher than planned. Forecast estimates have decreased, 30.7% of the number of completed indicators have been overfulfilled by 25%.

In some state programs, indicators were excluded at the last moment. In the state program of the Ministry of Culture “Development of Culture”, the values ​​”Created a mobile application ”Cultural Navigator”” were reset, as well as the indicator of the creation and implementation of the “Cultural Map 360” platform. “The planned funds in 2022 were not used and were sent at the end of the year to the reserve fund of the government of the Russian Federation, which indicates inefficient planning of federal budget expenditures,” the auditors say.

Since 2022, state programs and national projects have been carried out under the guidance of a curator (Deputy Prime Minister), have targets and officials responsible for each component. For non-fulfillment of planned goals, sanctions are provided – disciplinary sanctions from a specific official, a reduction in the budget of the state program or the termination of its implementation.
