The “1 youth 1 solution” plan did not fully reach its target

Despite tens of billions invested, the measures do not sufficiently affect the public furthest from employment.
At the last count made by the government in the spring of 2022, more than 4 million young people aged 15 to 29 would have benefited from one of the many aids from the plan 1 young 1 answers, set up to promote their integration in the context of the health crisis. A success that boasts the executive who allows himself to advance that no one has been left aside in the face of the pandemic. And two years after the launch of this plan, a study by the statistical service of the Ministry of Labour, the Dares, relating to the first year of its implementation, makes it possible to draw the typical portrait of the beneficiary of this system. Enough to judge the interest of public action at a time when certain mechanisms have been made permanent and when several tens of billions of euros have been invested.
Main lesson of this study: despite the increase in entries into the plan’s main aid programs between mid-2020 and mid-2021, “the profile of young entrants has not changed significantly”
