“Tell at home that you fell out of the bus”

The head of the ICR, Alexander Bastrykin, instructed to check the information about the beating of a 14-year-old schoolboy from the Saratov region Andrei Semenishchev by police officers. Olga Paratova, his mother, claims that the police detained the teenager on the way to his grandmother, suspecting him of using drugs, however, not finding anything forbidden, they let him go home, ordering him to explain the beatings by falling out of the bus. Checks also began in the Main Directorate of the Ministry of Internal Affairs and the prosecutor’s office of the Saratov region.

Ms. Paratova claims that her 14-year-old son was beaten by police officers.

Olga Paratova said that on May 12, Andrey Semenishchev went from Stepnoy to Sovetskoye to visit his grandmother. The teenager had 15 minutes before the bus left, and he decided to work out on the horizontal bar. “According to him (Andrey.— “b”) according to him, a man unknown to him came out and praised him for doing the horizontal bar. My son thanked him for his support. The man stood on the balcony, smoking a cigarette. Then my son looked at the time, went to the entrance, put on his hood and ran to the bus. It turns out that this man, who was standing on the balcony, was followed by police officers. My son got on the bus and they followed him. They thought my son was a drug addict and took drugs for consumption, even though he is an athlete and weightlifter and doesn’t look anywhere near a drug addict. Arriving in Sovetskoye, my son got off the bus and went to his grandmother. He walked two meters, the police attacked him, hit him with a car door, handcuffed him, lifted him off the ground and put him on the hood of the car, ”Ms. Paratova said in a video message.

Law enforcement officers allegedly demanded that Andrey Semenishchev confess to using drugs and show where he hides them.

The boy introduced himself, explained that he was 14 years old and that he did not use drugs, all the more so he did not have them with him. But the police didn’t believe me. Then, according to the student, he was beaten by one of the policemen.

“Semenishchev A.V. for one and a half to two hours, standing in handcuffs, convinced that he had not picked up any drugs.

As a result, the banned substances were not found on him, the handcuffs were removed and he was ordered to tell at home that he had fallen out of the bus, the statement of initiation of the criminal case says.

The statement was prepared by Boris Ushakov, Head of the Department for Work with Citizens’ Appeals of the Charitable Foundation for Assistance to Persons in Places of Compulsory Detention and Their Families “DISMAS”. The addressees are Russian President Vladimir Putin, Prosecutor General of the Russian Federation Igor Krasnov, Prosecutor of the Saratov Region Sergei Filipenko, Prosecutor of the Sovetsky District Alexei Loktionov, Chairman of the TFR Alexander Bastrykin, Director of the Federal Security Service of the Russian Federation Alexander Bortnikov, Head of the Main Directorate of the Ministry of Internal Affairs of the Russian Federation Alexander Makarov and Head of the Main Directorate of the Ministry of Internal Affairs of the Russian Federation for the Saratov Region Nikolai Sitnikov.

Returning from his grandmother, Andrei Semenishchev told his mother about what had happened. The beatings he received were recorded in the district hospital.

After that, Mrs. Paratova called the police, she was invited to come the next day. “They asked: maybe you can offer something, buy something, do you need something? I say we don’t need anything. Then I think and say: buy a phone for your child. Mark, didn’t name anything like that, anyone. To this they replied that they did not have such a large salary, and that was it. I say how many people beat my child, they would chip in a thousand. They asked when my son’s birthday was, answered that in September. They said: we will solve this issue, ”Olga Paratova told Kommersant.

The statement on initiation of a criminal case states that “the head of the criminal investigation department Aidar Shamratovich Kinzhigaliyev, under moral influence, persuaded the child and his mother to refuse testimony against the police officers, bribing them by buying a phone for the child, acting as a group of persons, by prior agreement with the head of the PDN Ezhova Natalia Anatolyevna. The document also claims that the head of the local PDN, Natalya Yezhova, allegedly took advantage of Olga Paratova’s lack of legal knowledge and convinced her to sign a document stating that her son had fallen.

Human rights activists asked to organize a pre-investigation check with operational support from the FSB of the Russian Federation, pointing out the possibility of a corruption conspiracy; check the police officers indicated in the application on a polygraph; confiscate chest video recorders, telephones, a video recorder from an official car from the suspects and study the records for May 12; initiate criminal proceedings. In the statement, Boris Ushakov points to the discovery of signs of crimes provided for in the articles on abuse of power (paragraphs “a, b, d, e, f” part 3 of article 286 of the Criminal Code of the Russian Federation), coercion to testify (part 2 302 of the Criminal Code of the Russian Federation) and bribery or coercion to testify (part 4 of article 309 of the Criminal Code of the Russian Federation).

In the Investigative Committee of the TFR in the Saratov region started pre-investigation check. In a conversation with Kommersant, they clarified that a criminal case had not yet been opened, but the investigators talked to the police officers pointed out by Andrei Semenishchev. Also, the investigation is carried out in the prosecutor’s office.

In the Main Directorate of the Ministry of Internal Affairs for the Saratov Region, Kommersant was told the version of law enforcement officers: the young man was detained on suspicion of drug trafficking, taken to the police station, identified and released when the suspicion was not confirmed.

“On May 14, the police received a report from the mother of a minor about allegedly unlawful actions of police officers against her son, expressed in causing bodily harm to him after detention,” the police added.

The circumstances of the incident are investigated by the operatives of their own security of the regional Ministry of Internal Affairs.
