Taxi passengers will have their lock tightened – Kommersant FM

The rules for blocking Yandex Go users need to be detailed. The Federal Antimonopoly Service is discussing the conditions under which the company limits access to the accounts of passengers and drivers, Vedomosti writes. The proportionality of blocking the client’s account and the violation committed is questionable. Yandex Go may, at its discretion, limit user access to the service or block the account completely, the license agreement states. The document notes that this is possible if the conditions are repeatedly violated. Which ones exactly are not specified.

Yandex.Taxi admitted that a passenger is blocked if he indicated payment in cash in the application, but ran away after completing the trip, or when he did not go to the driver and did not pay the penalty for picking up the car. But the account restrictions themselves can be easily circumvented, explains Kirill Yankov, chairman of the Interregional Public Organization “Union of Passengers”:

“There are blacklists of accounts that may not be verified. Passengers are not required to create profiles at all and can order a taxi in Yandex Go by calling. In this case, it is generally unclear how the blocking system will work.

The legal foundations are very shaky and shaky. A passenger is blocked if there is no money on his card. The airline, for example, blacklists customers based on passport data, and Yandex Go, it turns out, blocks them by phone number or bank card number.”

Russians regularly complain to the FAS about unfounded blocking of Yandex Go accounts. The company has ways to smooth out such cases, even if the client is wrong, says Anton Maksimov, auto expert and creator of the Taxi Ombudsman Telegram channel:

“There are often cases when a client wants to receive a promotional code for their next trip. He writes: “The driver almost killed me, the trip was terrible, return my money and compensate for moral damage.” And Yandex, to make amends, sends a promotional code, even if the passenger is wrong. They also cost 2 thousand rubles.”

Probably, Yandex.Taxi will detail the conditions of blocking, experts believe. This may take up to six months. At the same time, passengers are protected better than drivers. The company assured that permanent blocking of motorists is not used. The exception is physical violence towards the passenger, and temporary ones can be challenged. But in reality everything is different, continues Anton Maksimov:

“There is still a lifetime blocking function, but in the spring Yandex promised to cancel it in the near future. A driver is blacklisted automatically based on some calculated algorithms or data received from Yandex.Taxi employees.

There are cases when, for example, a taxi driver is told: we have information that your driver’s license is fake. When the driver offers to bring documents to confirm their authenticity, he is refused. There is no way to challenge such a blocking.”

Drivers will no longer be able to bypass the blocking, notes the owner of a Moscow taxi company, Sergei Trifonov:

“Drivers are blocked for violating the contract. For example, Ivanov registered in the service, but in fact Sidorov drives instead of him. People are also blacklisted for systematic violations.

If a driver is rude to passengers, he receives many complaints, first he is blocked for three days, this acts as a warning. Then – for 50 days. And if after this the taxi driver receives systematic complaints, then he is deprived of the opportunity to work in the system forever.”

The Federal Antimonopoly Service stated that Yandex Go has a dominant position in the country. And their experience, one way or another, has to be adopted by competitors.
