Russian President Vladimir Putin said that veterans and participants in military operations on the territory of Ukraine will be able to enroll in universities as a priority. He clarified that this applies to civilian specialties.

“Veterans and participants in a special military operation will be able to receive higher education and a civilian specialty in our leading universities as a priority,” the head of state said during his address to the Federal Assembly.

Vladimir Putin also announced the start of a personnel program “Time of Heroes”, which will begin on March 1. Participants in the military operation, he said, should become the elite of society and take leading positions in the education system, business, government, as well as lead regions and enterprises.

At the end of 2022, the Russian president signed a law according to which SVO participants and their children can enroll in universities using benefits. At least 10% of the total number of budget places in each direction is allocated for it.
