The governor of the Sverdlovsk region, Evgeny Kuyvashev, has declared a state of emergency (ES) in all municipalities of the region affected by the fires, the information policy department of the region reported. We are talking about the Sosvinsky urban district, the Irbitsky district, the Makhnevsky municipality and the urban district of Karpinsk. An emergency situation arose in the urban-type settlement of Sosva, the village of Taezhny, the village of Neustroeva and the city of Karpinsk. The fires started on April 25 in several parts of the region at once. During the day, about 200 buildings were damaged – 134 residential buildings were destroyed or damaged by fire. The largest fire recorded in the village Sosva, about a hundred houses were destroyed by fire, railway cars with lumber burned down, medical correctional institution (LIU) No. 23 burned down, two people died – they were found under the rubble of burnt houses. The fire was localized in about a day on an area of 9 thousand square meters. m, and it was possible to eliminate open burning only on the evening of April 27.
Previously, two criminal cases were initiated: under Art. 109 of the Criminal Code of the Russian Federation (causing death by negligence) and under Art. 293 of the Criminal Code of the Russian Federation (negligence). Today, the investigator of the Investigative Committee of the Russian Federation (TFR) initiated another criminal case – under Part 3 of Art. 219 of the Criminal Code of the Russian Federation, which provides for liability for violation of fire safety requirements, resulting in the death of two people through negligence.
According to the Sverdlovsk Investigative Committee, two people suspected of starting fires were detained in the Sosvinsky urban district. The detainees turned out to be a 29-year-old manager at a local sawmill and a 40-year-old fire safety specialist of the MKU “Department of Civil Protection and Economic Services of the Sosvinsky GO”. Earlier, the head of the Ministry of Emergency Situations of the Russian Federation, Alexander Kurenkov, said that violations of fire safety requirements in the village of Sosva were revealed in early April during an on-site unscheduled inspection. At the same time, an order was issued to eliminate them.
The day before, President Vladimir Putin had a conversation with Yevgeny Kuyvashev and instructed to provide the necessary assistance to the victims of the fire before May 2. The head of the region introduced a high alert regime in the region. As stated by the regional authorities, more than 95 million rubles will be allocated from the reserve fund of the regional government. for various payments for fire victims.
